Joel is a senior director and the sector lead municipal portfolio manager and group head of TIAA Investments’ public markets municipal taxable and tax-exempt bond strategy team.
He has extensive experience in government having most recently served as the assistant city treasurer and municipal debt manager for the City of Charlotte, N.C. Joel joined TIAA in 2011 after working for Bank of America’s credit, product, and pricing group. Joel began his municipal finance career working for United States Congressman Michael Forbes and subsequently held analyst positions with the Albany County Comptroller’s Office and the New York Association of Homes & Services for the Aging (NYAHSA). Additionally, he previously worked for Deloitte as a Senior Consultant.
Joel graduated with a B.A. and an M.A. in Economics from The State University of New York – Albany, an M.B.A. from Wake Forest University, and a J. D. from the Charlotte School of Law. He has also earned a post-graduate certificate in Corporate Treasury Management from Duke University. Joel formerly served as the Vice Chairman of the Mecklenburg County Board of Equalization and Review having been appointed by the Mecklenburg County Board of County Commissioners. He is a member of the National Federation of Municipal Analysts (NFMA) and former Board Member for the Southern Municipal Finance Society (SMFS). Joel is a licensed attorney in the State of North Carolina.
